Update From Sutton Benger Parish Council Meeting on 11 January 2017

Planning

Consideration was given to 3 planning applications:

  1. 16/11427/FUL – Land adj. to Sharplands, Sutton Lane, SN15 4RF – Proposed development of fourteen new houses – Object
  2. 16/11429/FUL – 1 Willowbrook End, SN15 4SW – Replace outbuilding with rear extension – No Objections
  3. 16/11618/FUL – 2 Box Cottages, High Street, SN15 4RD – Amendments to approved application 15/01417/FUL – Object

Community Grants

The PC were happy to approve applications for Community Grants from:

  • Sutton Benger Cricket Club – £500 towards the cost of installing new nets.  (A further £500 was also approved from the Community Infrastructure Levy (CIL) funds)
  • Sutton Benger Over 60s Club – £500 towards the cost of a new carpet bowls mat.

Precept for 2017-18

The PC receives is funding from a Precept – this is the parish council’s share of the council tax.  A small increase of 2% was agreed, in line with inflation, to £20.70 per household (an increase of 41p).  The additional funds will go towards a bigger pot of money for Community Grants and maintenance of grassed areas no longer being cut by Wilts Council.

B4069 – Are you fed up with the state of the High Street?

The Parish Council have requested, many times, that Wiltshire Council Highways resurface the B4069 as it is in such a dangerous condition – only to be told that it “is not in the top 2% of the worst roads in the County”!

The numerous potholes, broken road surface and loose gravel/tarmac pose a serious danger to motorists, cyclists and pedestrians – it is only a matter of time before a serious incident occurs.

To help expedite the resurfacing of the B4069 we would urge you to report issues to Wiltshire Council by any/all of the following methods:

Clerks Report: November 2016

Update From Sutton Benger Parish Council Meeting on 9 November 2016

Planning – Consideration was given to 4 planning applications:

  • 16/09784/FUL – College Green, Sutton Lane, SN15 4RT – Enlarge existing adopted informal parking area to accommodate 7 formal parking bays, including associated white line marking. – Support subject to conditions
  • 16/10077/FUL – Oakleigh Acres Pitstop, Jct 17 M4, SN15 5LH – Proposed lounge/bar area and two temporary mobile type offices – No Objections
  • 16/10466/TCA – 4 Chestnut Road, SN15 4RP – 25% Crown Reduction to Horse Chestnut Tree – No Objections
  • 16/10550/TCA – East Starlings 25 High Street SN15 4RQ – Fell 1 Lawson Cypress Tree – No Objections

The PC had not submitted any comments on the original application in relation to the Planning Appeal for 16/02442/FUL – Kintyre, Sutton Lane – covered yard for livestock, as it had not received the original plans and would state this in a letter to the planning inspectorate.

It was agreed to make no comments on the proposed base station installation in the field adjacent to The Shrubbery, North of the High Street.

Matters relating to the unauthorised planning infringements at the traveller site on Seagry Hill were noted and the Clerk advised of the planning enforcement officer’s site visits, comments and the imminent planning application.

Dropped kerbs – Pavement on High Street at Starlings – Following a proposal by Cllr N Davis – Cllr P Jones agreed to take photos and submit an initial enquiry to the Chippenham Area Board regarding funding/action on dropping the kerbs to make it easier for disability scooters and prams using the pavement.

Rights of Way – Cllr Leigh Varnham has been working with the volunteer group to assign the pathways for inspection.  There are lots of paths to inspect – if you are interested in joining the group, please contact the Clerk.

Neighbourhood Development – A public meeting has been arranged for 23-Nov-2016 to give an update on the survey results.

Village Hall – Cllr N Hayward advised that a proposal had been received by the VHMC to potentially lease part of the Rec to install a mobile phone mast.  She also advised that they are very keen on extending the Hall – the PC have previously expressed their support for this project.  The Clerk passed on the thanks received from the VHMC for the donation from the PC of 12 new chairs.

Update From Sutton Benger Parish Council Meeting on 12 October 2016

Planning

Consideration was given to 3 planning applications:

Arms Farm

Following a discussion on the recent Arms Farm planning applications it was agreed to put out a statement on the planning process – available here.

Cllr E Pope clarified her position with regards to the Arms Farm planning agenda items and the Parish Council is satisfied that she has acted in accordance with the PC’s procedures and the advice from the Monitoring Officer.

A brief presentation was received from Stonewater Developers on their proposals for development on land adjacent to Sharplands, Sutton Lane.

Highways Matters

B4069 – The PC were disappointed that the re-surfacing of the High Street was no longer on the schedule for this year. It is on the schedule for next year, if Wiltshire Council have enough money in the budget.

The “Parish Steward” Scheme

What is The Parish Steward Scheme? In its simplest form it is a person (our guy is called Adrian) who will visit once a month to help keep our village looking great (and it is funded by Wiltshire Council). This means we, as a Parish, can request specific tasks to be carried out and this is where we need your help.

The steward is set some tasks by the Parish Council, below is a list of some typical tasks. However, we need you to let us know if you have seen something that needs attending to. If you do all, you need to do is report it back to the Parish Clerk (parishclerk@suttonbengerparishcouncil.gov.uk), it will get added to the list and hopefully done on the next visit. This is a great scheme, and if we don’t use it we will lose it, so please send those requests in.

Possible tasks

  • Repairing, straightening and cleaning road signs
  • Weed treatment
  • Repair minor road defects (for larger ones please us the Wiltshire App)
  • Hand cutting hedges where there is a visibility problem.
  • Unblocking Grips, pipes, gullies etc

Finally, Adrian is a friend to the village so please say hello or give him a wave. You can’t miss him as he drives a big yellow truck!

High Street Crossing

Cllr M Bines is to liaise with the Primary School to arrange another pedestrian count to see if a crossing on the High Street is viable.

Footpath on Sutton Lane

The Clerk has contacted Wiltshire Council Highways to discuss the possibility of a new footpath and/or clearing overgrown hedging along Sutton Lane at Sharplands to improve pedestrian safety.

Rights of Way

Cllr Leigh Varnham will be organising a meeting of the volunteer group to make a start on inspecting the pathways. If you are interested in joining the group, please contact the Clerk.

Neighbourhood Development Plan

A public meeting is scheduled for the last week in November. It was agreed that the Clerk would liaise with the NDP Group to prepare a housing design statement.
Village Hall – Cllr N Hayward was appointed as the lead Cllr to liaise with the Village Hall Committee.

SBPC Response to Arms Farm Planning Decision

The Parish Council understands the upset caused by North Wiltshire Planning Authority’s decision on the Arms Farm application 16/04981/OUT.

We think it would be useful to clarify the role of a Parish Council in the planning process. We also wish to state the facts of this particular application.

In all matters of planning and development control the Parish Council is a consultee in the process. This means that we can only follow procedures as outlined in the National Planning Policy Framework.

The Parish Council cannot object to a planning application without due cause. We can only base our decision on issues within the planning application known as “material planning considerations.”

We considered this application at the Parish Council meeting in July 2016. The PC objected to the application and raised what we felt were relevant issues. We also requested that the application be “called in.”

Note about “calling in”:

We can ask our local county councillor, Howard Greenman, to “call in” an application that we consider to be contentious or in need of wider discussion. This means the Northern Area Planning Board Committee will discuss the application further. Representatives from the PC and the parish have a chance to share their views during the meeting.

As a councillor Howard has the authority to decide whether to call in the application. He has access to legal and planning personnel and will discuss the application with them. He can decide to withdraw an application without further consultation with the Parish Council.

The Planning Authority consider the Parish Council’s views when making their decision. Our views are not always relevant in the determination of the planning application. In this case they decided that the reports submitted by experts, such as Highways and Conservation officers, had more relevance than our objections.

The final decision is always made by the Planning Authority, not the Parish Council.

We are also compromised because:

  • The non-adoption of the Wiltshire Plan
  • There is no housing strategy for North Wiltshire
  • The housing allocation for “large villages” such as Sutton Benger is open to question
  • Housing developers continue to ignore the emerging core strategy

We can expect to receive more interest from developers until ratification of the core strategy in December 2016.

We urge you not to lose faith in the planning process. Please continue to engage with the planning authorities and make your own views heard.

This application is for outline planning and it has a long way to go before any building begins. There is currently no developer for the project. Once found, the developer will need to apply for full planning. This will present an opportunity to input into the planning process. We will need ensure that the site, access and houses are appropriate & meet the needs of the village.

Neighbourhood Development Plan (NDP)

One of Councillor Greenman’s biggest concerns is the lack of an NDP for Sutton Benger. This makes it easier for developers to continue to encroach on our green field sites.

Please continue to support the NDP team in their work. Even before adoption, the emerging NDP will help us to share what we value as a Parish and influence developers and the planning authorities.

Update From Sutton Benger Parish Council Meeting held on Wednesday 14th September 2016.

New Parish Councillor – a warm welcome was given to our newly co-opted Councillor, Nicola Hayward. Nicola has lived in Sutton Benger for 15 years and applied to become a Parish Councillor so that she could have the opportunity to give something back to the village.

Planning – Consideration was given to 4 planning applications:

16/06773/FUL & 16/07265/LBC – Wellesley Arms, SN15 4RD – Conversion of outbuilding to provide ancillary B&B accommodation – Object

16/07661/FUL & 16/08100/LBC – Arms Farm, SN15 4RE – Conversion of agricultural barn to dwelling; erection of a detached garage; formation of field access – Object and Cllr H Greenman was asked to call into committee

16/08467/TCA – Manete, 5 Chestnut Road, SN15 4RP – 25% reduction to copper beech and reduce overhang to road and crown-raise by 3m – No objection

The Clerk had received a late request from Stonewater Developers to attend the meeting to give a brief presentation on their proposals for development on land at the rear of the Recreation Ground. If anyone would like to see details of their proposals please contact the Parish Clerk. They will be organising a public consultation meeting in the near future.

Approval was given for Cllrs N Davis and M Bines to attend a Planning Course on 2 November 2016.

Highways and Transport – The Clerk urged everyone to use the MyWiltshire App/Website to report highways issues, including potholes.MyWiltshire App logo

Rights of Way – Cllr Leigh Varnham agreed to take lead responsibility for the Rights of Way volunteer group. We have had several applications for the Parish Path Liaison Officer scheme and he will be organising a meeting for them with Stephen Leonard, Senior Rights of Way Officer at Wiltshire Council.

Neighbourhood Development – the deadline for completing the questionnaire online has been extended to 30 September 2016 – http://bigplan.suttonbengerparishcouncil.gov.uk/. Members were asked to encourage friends and neighbours to complete it.

Clerk’s Report: July 2016

Update From Sutton Benger Parish Council Meeting held on Wednesday 13th July 2016.

School Council – Four members of the School Council were warmly welcomed to the meeting and they presented the Parish Council with a copy of the School’s Draft Travel Plan 2016.

Parking at College Green – The PC fully supported the application by Cllr H Greenman to create additional car parking at College Green and approved a contribution of £1,000 so that the project could go ahead.  Thanks was given to Howard for all his work on this issue.

Planning – Consideration was given to 3 planning applications:

16/05575/TCAL – 11 Manor Farm Drive – Fell 2 Cypress Trees – No Objections

16/04961/OUT – Arms Farm – Outline planning for 14 dwellings – Object and request Cllr H Greenman to call it in to committee

16/05808/FUL – 4 Box Cottages – Single storey rear extension – No Objections

Highways and Transport – The Clerk gave an update on the response from the Associate Director of Highways and Transport concerning the disrepair of the B4069 High Street.  She will be pursuing the matter further by requesting temporary safety signs warning road users of the potholes and broken surfaces and for another scan of the road to be carried out.   She urged everyone to use the MyWiltshire App/Website to report the potholes.

High Street Crossing – Cllr P Jones has carried out an informal pedestrian count at the potential site for a crossing on the High Street – it was agreed to liaise with the School and carry out a second count in Sept/Oct 2016.

Reintroduction of the Parish Steward Scheme – Wiltshire Council have reintroduced the scheme by contracting Ringway Plc as providers for the next five years. So, from October 2016 we will get a visit from our assigned Parish Steward every few weeks, to tackle those little jobs which so improve life in the village but which have not, perhaps, been so readily completed of late.

Ringway have invested in twenty bright yellow Ford Ranger 4x4s, so there will be no problem noticing his presence! Each vehicle carries the equipment to tackle jobs which one man can handle, such as hedge cutting, strimming, invasive weed control, small pothole filling etc. Equally importantly, they are establishing protocols to ensure the scheme is effective.

To that end, the Parish Council has a nominated member who will collate and submit a monthly, prioritised list for action. Reports can be submitted to the Parish Clerk.

It is important to realise that our Steward is responsible for and to County Highways, so he will not empty litter-bins or look after the play park. The aim is that, in time, our assigned Steward will get to know the Parish well and become more pro-active in seeking out tasks to complete, always assuming our priorities have been met.

MyWiltshire App logoEverybody in the Parish can help in reporting Highways issues these days, by using the MyWiltshire app, which I urge everyone with a Smartphone to obtain. A brief message to the PC Clerk would be helpful, if you have time, as that will alert our nominee to issues reported. As he gains familiarity with the Parish, he will become more pro-active, which will be simply marvellous!

Grass Verges – it was agreed that the PC would take on the responsibility of mowing/strimming the unregistered grass verges in the village at Sutton Lane and fronting 62-64, 68 High Street in an effort to keep the village looking a bit tidier.

Tree Works – Cllr Pope reminded everyone that as most of Sutton Benger is in a Conservation Area you must apply for planning permission to carry out works to any trees in your garden.  Apply here – https://www.planningportal.co.uk/applications.

Village Hall – a community grant of £456 for the VHMC to purchase 12 replacement chairs was approved.  Further discussions need to take place with regard to possible projects for the S106 Indoor Leisure funds.

Rights of Way – there is a need to take on the maintenance of our Rights of Way as Wiltshire Council do not have the resources to do so.

Do you like walking in our beautiful countryside?  Would you like to help maintain and preserve our Rights of Way?  Parish Path Liaison Officers (PPLOs) are volunteers who are provided with a handbook and offered a toolkit to help look after their local parish path network.  Walking and surveying the paths in the local area they report problems and tackle minor practical tasks.

Wheelie Bin Speed Limit Stickers – the PC have some 30mph and 20mph wheelie bin stickers to be available on a first come first served basis – please contact the Parish Clerk.

Neighbourhood Development – the PC agreed to fund the printing costs of 1,150 questionnaires to be distributed later this month – anyone wishing to volunteer to help the NDP Group should contact sbbigplan@gmail.com or register your interest on their Facebook page.

Press Release – St. Modwen Acquires Chippenham Gateway

St. Modwen Acquires Chippenham Gateway

St. Modwen logo

St. Modwen, the UK’s leading regeneration specialist, has signed a conditional contract to develop a strategic 79 acre site immediately adjacent to Junction 17 of the M4 near Chippenham that will transform the land into a new region wide serving distribution park.

Subject to planning consent, the site, known as Chippenham Gateway, will provide up to 1,000,000 sq ft of B8 storage and distribution space when complete.

Update From Sutton Benger Parish Council

Meeting held on Wednesday 8th June 2016 – Five Councillors, the Parish Clerk, 3 members of the public and Cllr H Greenman attended.

Planning

The Final Scheme for Arms Farm was noted but no formal discussions can take place until the planning application has been received by the PC.

Highways and Transport

The Clerk has sent a letter to the Associate Director of Highways and Transport with a Request for Information under the Environmental Information Regulations 2004 concerning the disrepair of the B4069 High Street.  Cllr P Jones attended a presentation on the new Parish Steward scheme on 9 June 2016.

Wheelie Bin Speed Limit Stickers

The PC will be purchasing some 30mph and 20mph wheelie bin stickers to be available on a first come first served basis.

Grass Verges

The Clerk advised that the verge on the west side of Sutton Lane near the High Street junction was no longer on Wiltshire Council’s list as they do not own it.  Land Registry searches have revealed that the verge seems to be another pocket of unregistered land.  Wiltshire Council could be asked to cut it if visibility to motorists becomes impeded at all.

Talk to the School Council

Cllr P Jones gave a presentation to the Primary School’s School Council on the role of the Parish Council and its Councillors. The Clerk was asked to invite them to attend the next PC Meeting.

High Street Flowerbed

Wiltshire Council have now carried out the repairs to the dry stone wall.

Clerk’s Report: May 2016

Notes from the Annual Meeting of the Parish Council (PC) held on Wednesday 11th May.

Six Councillors, the Parish Clerk and 2 members of the public attended the meeting.

Cllr E Pope was re-elected as Chairman and Cllr K Smedley as Vice-Chair.

Finance

  • Annual Maintenance of the additional Gossip Area, adj. to 1 Queens Close, to include grass cutting and strimming was approved for 2016-17
  • The outstanding Community Grant of £500 from 2015-16 was approved for payment to the PCC for maintenance of the churchyard
  • Approval was given for a contribution of £1,000 to the maintenance of the churchyard from the 2016-17 budget

Community Emergency Plan

Cllrs E Pope and H Parry-Jones agreed to complete Wiltshire Council’s Community Emergency Plan.

Highways and Transport

Following no response to Cllr P Jones’s repeated requests for information on the re-surfacing of the High Street, the Clerk was asked to draft a letter to the Associate Director of Highways and Transport.

Crossing on the High Street – Cllr P Jones measured the visibility along the High Street to identify a possible site for a High Street crossing at the Seagry Road junction. It is planned to carry out our own informal pedestrian count to assess feasibility.

Flowerbed on the High Street – Wiltshire Council have advised that, as the flowerbed is “entirely within the adopted Highway”, it is not possible to complete a Community Asset Transfer. The Clerk was asked to draft a letter to the Highways Dept. requesting urgent repairs to the dry stone wall.

20mph Chestnut Road – the Speedwatch group have been asked to include this in their scheme.
